League of Legends Patch 11.14 is interesting. While the Rise of the Sentinels event seems the headliner, additional patch notes have revealed some tweaks to Irelia and other Champions.

Patch 11.13 has toned down the overall mobility and some Champions got hit hard by systemic changes. In response to this, Jeevun Sidhu, lead designer on the Summoner’s Rift Team at Riot Games, tweeted that there will be buffs, nerfs, and adjustments to select Champions.

IRELIA
  • Health decreased to 520
  • Health gained after each level is increased to 110
  • Magic Resistance (MR) is decreased to 28
  • Ionian Fervour (Passive): Max passive stacks decreased to four. Attack speed has been decreased to 7.5/13.75/20% based on level. Damage decreased to 10-61 (30% bonus AD)
  • Bladesurge (Q): Dash speed is significantly reduced. Minion damage changed to 55+12 per level
  • Defiant Dance (W): Damage reduction changed to 40-80% Physical and 20-40% Magic Damage reduction levels 1-18 (AP Ratio Preserved)
  • Flawless Duet (E): Missile Travel Time changed to 0.25 seconds (was originally based on distance). Cannot be when CC’d. Cannot be cast or recast during Bladesurge
  • Vanguard’s Edge (R): Gains new passive: Decrease Bladesurge cooldown by 0.5/1.5/2.5 seconds before Haste
DR. MUNDO
  • Mana regeneration decreased to 6.5
  • Health Regeneration per level increased to 0.16
  • Attack Speed increased to 0.72
  • Heart Zapper (W): Amount of Damage stored changed to 15/22.5/30/37.5/45%. Ability cooldown decreased to a flat 14 seconds on all levels
  • Blunt Force Trauma (E): Tooltip now includes “Deals 200% damage to jungle monsters”
LILLIA
  • Base Armour increased to 22
  • Mana Regeneration decreased to 7.5
  • Dream Laden Bow (P): Damage dealt by the ability increased to [6%+ 1.5% per 100 AP]. This ability now restores [18-95 + 6%AP] Health over the duration against large jungle monsters and restores [12-140 +12%AP] health against Champions. This ability now includes “Dream Dust heal is 33% effective for each source beyond the first”
  • Blooming Blows (Q):
    • Movement Speed decreased to [3/4/5/6/7% +0.03% AP]
    • Duration increased to 5.5 seconds
    • Max stacks decreased to 4
    • Time taken for stacks to fall off increased to 1.5 seconds
    • Magic Damage dealt increased to 35/50/65/80/95
    • True Damage dealt increased to 35/50/65/80/95
    • Ability cooldown decreased to 6/5.5/5/4.5/4 seconds
    • Mana Cost increased to 65
  • Watch Out! Eep! (W):
    • Base damage dealt increased to [70/90/110/130/150 (+35% AP)]
    • This ability no longer lets Lillia deal 50% more damage against minions
  • Swirlseed (E):
    • Damage dealt by ability increased to [70/95/120/145/170 (+45% AP)]
    • Slow effect increased to a flat 40%
    • This ability now includes “Does not apply Dream Dust”
    • Ability cooldown increased to 18 seconds
  • Lilting Lullaby (R):
    • Duration of Asleep effect decreased to 1.5/2/2.5 seconds
    • Damage Ability Power ratio increased to 40%
    • Drowsy slow effect decreased to 10%

According to @RiotPhlox, game designer on the Summoner’s Rift Team, the changes to Irelia are now implemented in the PBE. Remember, the above-mentioned adjustments are subject to change, and may not reach the final release.
