Deus Ex: Mankind Divided
Cyberpunk 2077 will present a world that is advanced, layered, and interconnected. And Deus Ex: Mankind Divided is a great example of a similar world. Although Mankind Divided does not present a world that is as big in scale as that of Cyberpunk 2077, it does offer a great story and gameplay that you can enjoy.
BioShock: The Collection
The BioShock games do a great job in merging gameplay and storytelling exceptionally well. Similarly, CD Projekt Red is also touted for amazing storytelling as well as gameplay, as seen in The Witcher games, especially The Witcher 3.
DOOM 2016

If you were excited watching the gameplay of Cyberpunk 2077, you will very much enjoy Dishonored 2. It's a fast-paced mixture of action and stealth. Dishonored 2 mostly emphasizes its stealth elements and presents heavily layered stages for players to traverse through all while relying on staying in the shadows and remaining undetected.
The Witcher 3
We couldn't resist mentioning The Witcher 3, not because it is similar to Cyberpunk 2077, but because it is developed by CD Projekt Red themselves. The Witcher 3 and Cyberpunk 2077 are worlds apart in how they play, but they are both RPG games. The Witcher 3 is a great RPG game, which won thousands of awards, including Game of the Year. If you have never played The Witcher 3, give it shot to get a feel for CD Projekt Red's writing and gameplay mechanics.
